Improper use of "Pants on the hedgehog"

Coworker: "Yeah the client is asking us for pants on the hedgehog"
Me: "I thought that their site was down and they wanted it to be up"
Coworker: "Well yeah..."
Me: "Um.. as a web developement company, you'd kinda think that the site being up would be part of the service we offer...."
Coworker: "I see your point, but this still interupts me from watching cat videos on youtube for the rest of the day."
